Most “fix a running toilet” guides skip the part that actually saves time: diagnosis. They send you straight to replacing a flapper, and when the new flapper does not stop the running, you replace a fill valve, and when that does not work either, you call a plumber. Two trips to the hardware store, $25 in parts you did not need, and the original problem is still running.

The right order is the order plumbers use: identify the symptom, run a 5-minute dye test, then replace parts in sequence (flapper, then flapper seat, then fill valve, then float adjustment). Most running toilets stop at step three. None of this requires a tool more complicated than a flathead screwdriver.

How to fix a running toilet: the symptom-based diagnosis

The fastest fix is the one matched to the symptom you actually have. Match the noise pattern to the right part, run the dye test to confirm, then swap parts in the order below. Most running toilets stop after the flapper, but the steps after it exist for the ones that do not.

Two upstream diagnostics to run BEFORE any part replacement:

  • Is the refill tube inserted deep into the overflow tube? Pull it back so only the tip is above the overflow rim (a plastic clip and roughly 1 inch of clearance is standard). This alone fixes constant-trickle symptoms in a meaningful share of running-toilet calls without any part replacement, because the refill tube is siphoning water down the overflow.
  • Is the chain snagged or crimped? Is there half an inch of slack when the flapper is closed? Too tight and the flapper cannot seat, so it leaks continuously. Too loose and the flapper does not lift enough to trigger a full flush. Adjust the chain link at the flush lever or trim excess chain with wire cutters.

The order to swap parts is: refill-tube check, chain-length check, dye test, flapper, flapper seat, fill valve. Skipping the two upstream checks and the dye test is the most expensive mistake.

The 5-minute dye test (diagnose first, swap parts second)

Take the tank lid off and drop one or two food-coloring drops (or a flapper-test dye tablet, $3 at the hardware store) into the tank water. Walk away for 10 minutes. Do not flush.

Come back and look in the bowl. If the bowl water has turned blue, the flapper is leaking water from the tank into the bowl. That is your running toilet. If the bowl water is still clear, the flapper is sealed. Your problem is somewhere else: the fill valve is overfilling and dribbling into the overflow tube, or there is a phantom flush from a different cause.

The dye test takes 10 minutes and tells you which half of the running-toilet diagnostic tree to walk down. Do this before you buy a part.

Symptom 1: Phantom flush every 5 to 30 minutes (flapper)

You hear the fill valve cycle on for 5 to 15 seconds, then off, then on again 5 to 30 minutes later. The bowl water level looks normal but the toilet seems to be flushing itself. That is a slow flapper leak. Water trickles from the tank into the bowl until the tank water level drops enough to trigger the fill valve, which tops it up, then the leak continues.

Run the dye test. If it confirms (blue in the bowl after 10 minutes), replace the flapper. Symptom 2: Constant trickle into the bowl (flapper or flapper seat)

You can hear a faint water-running sound continuously. The fill valve never quite shuts off, or it shuts off and re-engages within seconds. Look into the bowl: you see a steady thin stream of water down the back wall of the bowl.

Dye test first. If blue migrates to the bowl, it is either the flapper or the rubber seat ring underneath it. Replace the flapper first. If a fresh flapper does not stop the trickle, the flush valve seat is corroded.

Pull the flapper out, shut off the water, drain the tank, and look at the rubber ring around the flush valve opening (the round hole the flapper sits over). Run a finger around it. If it feels rough, pitted, or has mineral buildup, the seat surface is the problem. Fix it with a flush valve seat repair kit ($8 at any hardware store): clean the existing seat with a paper towel, peel the backing off the self-adhesive replacement ring, press it down centered on the old seat, hold for 60 seconds. Done.

Re-install the flapper. Turn water back on. Test.

Symptom 3: Hissing sound (fill valve)

You hear a continuous hiss or air-leak sound from the tank area. The bowl is not refilling and the dye test passes (no blue in bowl). The fill valve has failed.

Confirm: take the tank lid off and cup your hand near the top of the fill valve (the tall column on the left side of the tank). The hissing gets louder. The internal diaphragm or seal in the fill valve has degraded and air is leaking through.

Fix: replace the fill valve. A Fluidmaster 400A or Korky 528 universal fill valve costs $12, drops into the standard tank inlet hole (typically 15/16 inch, which is a completely separate component from the 2-inch flush valve at the bottom of the tank), and replaces in 15 minutes with one wrench. Symptom 4: Water in the overflow tube (float or fill valve)

Take the tank lid off. Look at the water level. If water is dripping or pouring into the overflow tube (the tall plastic tube in the middle of the tank), the fill valve is set too high or the float is stuck.

The correct water level is about 1 inch below the top of the overflow tube. Most fill valves have a water-line mark molded onto the tube or stamped onto the side of the tank.

Two possibilities. First: the float is sticking up. On a ball-float (older style), the brass arm or the plastic ball is hung up on the tank wall or on the fill valve column. Free it by hand. On a cup-float (Fluidmaster 400-series), the cup is stuck on the column. Slide it down by hand.

Second: the float is set too high. Adjust it.

The Fluidmaster 400A has a small plastic adjustment screw on top of the fill valve, next to the cup-float clip. Turn the screw clockwise to lower the water level, counter-clockwise to raise it. Per Fluidmaster’s 400A install instructions, 8 full turns moves the float approximately 1/2 inch, or roughly 1/16 inch per turn. This corrects the 1/4 inch figure that circulates in older DIY guides.

Set the water level so it stops about 1 inch below the top of the overflow tube. Flush once to confirm the fill valve shuts off at the new level. If it does not shut off and water keeps rising into the overflow tube even after adjustment, replace the fill valve.

Adjusting a ball-float

Note: brass-arm floats are found only on pre-1994 ballcock-style fill valves. Modern Fluidmaster 400A and Korky 528 valves use a cup-style float on a screw or dial adjustment (see the section above). Do not attempt to bend anything on a modern valve.

On the older brass-arm style: the float ball hangs from a horizontal arm. Bend the arm down slightly (1/4 inch is a lot) to lower the water level. Bend it up to raise. The brass arm is malleable but stiff; use two hands and apply pressure near the float-end of the arm, not the valve-end.

The order of operations

If you are still not sure which symptom you have, work in this order. Each step takes 30 seconds to 15 minutes and rules out one cause:

  1. Refill-tube check (30 seconds). Pull the refill tube back so only the tip sits above the overflow rim. Fixes a meaningful share of constant-trickle symptoms with no parts.
  2. Chain-length check (30 seconds). Confirm half an inch of slack when the flapper is closed. Fixes stuck-open and lift-too-short symptoms with no parts.
  3. Dye test (10 minutes including wait time). Confirms or rules out flapper.
  4. Adjust float (3 minutes). Rules out overfilling.
  5. Replace flapper (10 minutes including water shutoff). Per installer forum consensus, fixes the majority of running toilets that survive the first four steps.
  6. Inspect and repair flush valve seat (15 minutes). Fixes the trickle that flappers cannot.
  7. Replace fill valve (15 minutes). Fixes hissing, fixes overfilling that float adjustment did not.

Most running toilets are fixed by step 5. If you have run all seven steps and the toilet is still running, the trap or the bowl-to-tank gasket may be the issue, and that is a different repair (and usually requires removing the tank).

When to call a plumber

The repairs above all live inside the tank and use universal-fit replacement parts. Per PHCC (Plumbing-Heating-Cooling Contractors Association) installer guidance and Terry Love plumbing forum consensus, call a licensed plumber in these cases:

The shutoff valve under the toilet leaks when you turn it off, or it will not close. Replacing the shutoff valve is a separate plumbing job that involves cutting the supply line.

You smell sewer gas at the base of the toilet, or you see water at the base of the bowl after flushing. That is a wax ring failure (or a cracked flange), and the toilet needs to be lifted off the floor. Doable as a DIY but call a plumber if you have never set a toilet on a wax ring.

The tank itself has a hairline crack visible from inside or out. Replace the toilet. Crack-sealing kits are sold for tanks but they fail within a year and the failure mode is a tank full of water spilling onto the floor.

Tools and parts you should keep on hand

  • Flapper (size matched to your toilet, 2-inch or 3-inch): $5
  • Universal fill valve (Fluidmaster 400A or Korky 528): $12
  • Flush valve seat repair kit: $8
  • Dye tablets (or a few drops of food coloring): $3
  • Adjustable wrench: $12 (one-time)
  • Old towel for sponging tank water

How much water does a running toilet waste?

Per EPA WaterSense (epa.gov/watersense/fix-leak-week), household leaks in the “high-loss” bucket waste “50 gallons or more per day.” Nine percent of homes with leaks fall in this category, and a running toilet is a common cause. EPA also reports that the average household’s leaks total “more than 9,300 gallons per year.” Using the 50 gpd baseline, a single running toilet left unchecked for a year is about 18,250 gallons, or roughly $70 to $150 at typical 2026 US municipal water rates depending on your utility. A fill-valve leak that drips continuously into the overflow tube can waste more. Note: EPA does not publish a specific per-day figure for running toilets; older guides quote “200 gpd” but that number is not on epa.gov.

Why does my toilet run only sometimes?

The phantom-flush pattern (cycle every 5 to 30 minutes) is a slow flapper leak. The flapper seals well enough most of the time but the seat is slightly imperfect, so water trickles past until the tank level drops far enough to trigger the fill valve. Replace the flapper, and if that does not fix it, replace the flush valve seat ring.

Will a running toilet eventually stop on its own?

No. A flapper leak gets worse over time as the rubber degrades further. A failed fill valve cycles more frequently as the internal seal continues to fail. The cost of waiting is on your water bill.

Should I shut off the water if my toilet is running?

Yes, if you are not going to fix it the same day. Reach behind the toilet to the chrome quarter-turn valve and turn clockwise until it stops. This prevents the leak from wasting your water while you wait for parts or a plumber.

Can a clogged toilet cause a running symptom?

No. A clog is a blocked trapway and the symptom is the bowl filling up. A running toilet is a leak inside the tank that keeps the fill valve cycling. The two problems are unrelated.
